Move `utils`, `storage-plus`, `multitest`; remove `cw1155` stuff

Closes #830 Relevant to #816

The moved packages now have their own repos:

• cw-utils
• cw-storage-plus
• cw-multi-test

We can rename the repos if anyone has a better name!
