Update to `1.5` tooling #900

This sets up workspace inheritance and updates the framework to ^1.5 in prep for our 2.0 update.

Note that about half of the scary line count is the lockfile.

The package_controllers and package_cw2 jobs are bogus. Those crates are no longer a part of this repo, and the CI jobs don't exist in the CircleCI config.

They may have still been marked as required in settings at the time this PR was made, or something like that.
