[BUG]: installation hangs with conda #434

Summary of the bug

Building the docker or creating the conda environment given the .yml file on ubuntu the installation hangs.

Steps to reproduce the bug

conda env create -n solaris -f environment-gpu.yml

Buggy behavior and/or error message

conda gets stuck on the "solving environment" step

Environment information

OS: Ubuntu 18.04.4 lts
solaris version: 0.4.0
python version: tried conda 4.7.11 and 4.11.0
