Improve InfoStation tab handling when there are many tabs

With the default text size, only 9 tabs are visible in the horizontal orientation. In the vertical orientation, tabs stack in multiple rows after 4.

Two cases should be handled:

• Vertical orientation: App creator selects between multiple tab rows and horizontal tab scrolling
• Horizontal orientation: Tabs scroll vertically
