BUG: Tests are specified in setup but excluded in manifest.in #44

Describe the bug A clear and concise description of what the bug is.

Tests are specified in setup but excluded in manifest.in . If a package is created with python setup.py sdist it won't include the tests directory yet the package expects it.

Expected behavior I expect a robust outcome when creating packages suitable for distribution.
