Ensures that the first significant improvement doesn't get scalped by somebody taking their OSS contribution and shaving a bit more off to technically win
Clarify that an additional improvement is eligible for a bounty whether or not it comes from the original implementer.
Aside: my suggestion is that we go further and say that in the 50% time saved case, e.g. 10mins checks cut down to <5mins, we should fully double the bounty.
