[NZ Water] Add Napier Water Restricitions #20

Seems to keep water restriction levels at https://www.napier.govt.nz/services/water/water-restrictions/

Will need to see this page when a restriction is in place to learn how to parse the data.

Completed and implemented due to reference from wayback machine.
