Description of changes made: added filter functionality on top of showing all user profiles
Is the feature complete/bug resolved/etc..: the feature is completed
Any known bugs/strange behavior: the autocomplete can buggy when using the "enter" button to submit states and cities
Is there specific feedback you would like on these changes: needs functionality for the pills

@Underwaterr there are some conflicts just with the fixtures is it ok to delete conflicted fixture data?
