Track user activities for internal reporting #125

Would be useful to know how often a user is visiting the site, logging in, etc, and to have a report of that. Up front, it would be good to have the following information:

When has a user logged in/logged out
When has a user been active on the site
When has a user uploaded/downloaded data
How many identifiers has a user uploaded
How many errors has a user encountered

Will also need a view onto the logs filtered by user activity.
