Tune EPMC rate-limit settings #139

Raise the EPMC rate-limit to a suitably high number, and then reduce it slowly until we can find the optimal point for speed of request vs not getting blocked.

Run on separate IP to live service, and if still getting blocked, change live service to send requests via multiple IPs
