Create "Organisation" as a concept in the system

An Organisation will need to have the following properties:

• one or more customer accounts are the administrators
• zero or more customer accounts that are members of the organisation
• some large, but not infinite allowance of credit, available to admins and members
• credit expiration will not prevent further runs of identifiers, but will result in an alert to us
