At the end of each month, we need a round-up for Lantern administrators of how much needs to be billed each month. This just needs to be a list of the following things, generated on the first day of the next month:
user email + id
Invoicing information
number of processes run
list of jobs/job ids/urls -> for inclusion in the invoice, for clarity of what the user has paid for
