Connect dev version of licence sheet to dev system #37

I'd be interested in what it's set to right now (if this was done). I think the dev system uses the live licence sheet: https://docs.google.com/spreadsheets/d/1yJOpE_YMdDxCKaK0DqWoCJDdq8Ep1b-_J1xYVKGsiYI/edit#gid=0 so would be good to know if not.

@richard-jones what's the reason for wanting a separate version? I can see myself adding a licence to the live but not dev sheet of licences and being mightily confused / hunting for red herrings when my new licence statement does not work on the dev system. My rationale for not having a separate one would be that so far I've added more than 15 licence statement to the live sheet (after it went live) and have never felt the need to put them in a separate sheet first - all my changes (so far!) were unambiguous improvements to precision or coverage, so they might as well go live immediately. Obviously I take care not to break the live sheet or put statements which are too general.

Ah I see, you were maybe talking in the context of #35 where it's not necessarily a Lantern developer adding to the sheet.

Right now the reason is just while we play with the content and format for the dev sheet (extra columns, blank lines, etc). When we're happy the way we're managing it works, I'd expect to go back to having a canonical one.

I've added ~30 statements to the live sheet from OAG's code (had only done crowdsourced ones and the Open Definition licences before).

I'll be looking at this again today - I've prepared a dev version of the sheet, so I just need to look at what Emanuil has added to the main sheet, and then I'll send some details round.
