Localise test data to Brunel #33

Currently lat/lon are generated all over the globe. Instead update the test generator to set them within some boundary around uxbridge:

51.544740, -0.481532 - heart of town

51.550104, -0.489471 - top left

51.517675, -0.452371 - bottom right

Used a gaussian distribution around Brunel for generating test data
