Branding as configuration #199

Investigate how to support multiple branding styles potentially hosted in different repositories.

This would be best (not hosted in different repositories). If we can avoid the multiple software version tracking thing, it will all be much faster. We will need to take good (versioned) care of the private branding configs, but managing just that rather than a whole fork is much easier.
