[communities] improve browsing communities #4087

Current situation: when there are no more sub-communities, shows an empty list, user is like "okey, now what?"

ToDo: When there isn't any sub-communities, just open that community in a new tab

This behavior is intentional because we wanted to add a "create a new sub-community" link if there are no sub-communities listed.

then I guess we should create a ticket to add that button (create sub-community) + another button (something like see x community) to see the current community? (because it's very hard for the user to understand that even when the page is empty, there is a community there)
