Leaving references without text or being friends/having a request #4199

Subject: no way to leave reference if not connected Description: I went to a new user's profile, clicked the references tab, and there's no way to leave him a reference.

Results: This is up for debate, but I think there's a third time when someone should be able to leave a reference (other than hosting and established friendship). Once we get to the point where we have regular group events, there should be a mechanism by which if someone acts inappropriately to someone else, the latter person has the means to write a negative reference so the community is aware that the first person is not to be trusted. Should I post this in the forum instead?

This has been discussed a bit, also leaving references without any public part (for similar reasons).

This requires some high-level design and thinking about how to build it into the platform. I'll leave it open as a reminder, but it's not actionable.
