Change title of page based off what view user is in #22

Currently, regardless of which view a user is in, the tab on their browser will always say: "Council Data Project - Seattle". This is fine, but it would be neat if when the user was looking at an event the text on the tab changed to "{Body Name} - {Date}" for example.
