Add new "Bill" / "Matter" page with history #55

Use Case

Please provide a use case to help us understand your request in context Similar to the events page where you can filter down events and see the most recent and such, it would be great to do the same for bill and matters, aka "minutes items". This would allow people to quickly find the piece of legislation they are interested in. This was a feature request from a journalist user.

Solution

Please describe your ideal solution The best solution would be like a "git history" for the bill. So, when does the matter first appear in committee, what supporting documents are attached to it at that point and have more events added to the "history" of the bill as you scroll down the page.

I came upon this when I was interested in looking up the last matter that Abel Pacheco voted on. Google search of the matter led me to this site that shows the history of the matter. Actually it would be nice to have the matter be links to the legislation details.
