Is your feature request related to a problem? Please describe. College card div does not have hovering effect

Describe the solution you'd like Adding animation in college card divs on hovering over them. The animation will display links to official website of all the colleges and more info button when hovered.

@thestarsahil Sir, this is how it appears now on hovering, then clicking on more info button redirects to the college information page, is it fine?
