Settings: Weather ON/OFF [HIGH CPU USAGE] #30

Hi,

Something is clearly wrong with the way the weather is coded.

Task manager shows CPU @ Weather On ~90% Weather Off ~10%

Hardware core i7 6700HQ (hyperthreading quadcore) GTX 970m
