Ah do we want to merge this to master independent of the test suite and independent of making a release? What's the benefit?

nah probably not! the develop branch is 2 years behind :-/ we must merge back the master in develop asap or directly move this repo in counterparty-lib.

Yep! we can merge master into develop. or we can deal with https://github.com/CounterpartyXCP/counterparty-lib/issues/1296 directly
