Hmm, Courseware doesn't care who can or not create groups (it's up to you
to handle privileges at that level).
But it cares who can or not handle content inside a group that uses
Courseware (manage assignments, gradebook and so on).
In example, teachers and group admins should be the only members allowed
to do that.
