Quiz/Assignment grade option - COMPLETE/REJECTED #86

The courses I'm creating are not pass/fail or letter grade type of courses. It makes sense to have the admin be able to create other options for grading such as Accepted/Rejected or Pass/Fail. Even if it could be done in a config file that would be simple enough to handle during initial setup.

COMPLETE/REJECTED is a state, grade should represent a value. You can use percentage and have 100% vs 0%.
