Make it a disaster in appropriate colonial nations
Events to pay off slaves, or put down revolts, spending manpower/mil power/gain devestation to model the effects, even without a stack of slaves rising up.
Also make nations much less likely to abolish slavery. It didn't until the 19th century, it shouldn't happen in 1740.
During the slave revolt disaster, /all/ provinces with "Plantation" policies in place should rapidly increase in devastation and lose development (with a chance to gain it back if you defeat the disaster and restore the rightful status quo)
Abolishing Slavery should be a tough decision Slaves should be immensely profitable, and you should not see an /obvious/ reason to abolish (i.e. portuguese brazilian sugar plantations)
Slavery being abolished should wipe, instantly, 75% of the production of all plantation and random amounts of other provinces. (knock on events like decline of trade, require you to pay off the owners 5x or you get a revolt / disaster to restore slavery)
Increase autonomy in plantation provinces with slavery abolished to mimic not following ordinances
Nations which have abolished slavery and which have a suffienciently strong merchant marine can massively interfere with other nations trade.
If you have abolished slavery and border and slave-owning area then there are escaped slave events which will boost development if you keep them but give you a opinion malus and/or insult causus belli with your neightour.
A bonus for being first nation to abolish, maybe 100 prestige?
But not for nations that never had slavery in the first place.
If you are nation that has not abolished slavery then there is the chance of slave revolt which can lead to independent nations forming.
