Update variant doubling time histogram plot #1432

This PR updates the existing variant doubling time histogram plot. Major changes I made are:

  1. Histograms for each variant are plotted separately below the main plot with all histograms.
  2. All histograms now share the same bin counts and sizes for easier comparison.
  3. Plot options have been simplified to exclude the first N generations from the histograms as needed.
  4. The bar plot for completion rates is now output as a separate file.
