Add Triage centers and war room zones as a new resource #71

Bangalore and major other cities have started this triage centers/ war room zones where patients are required to go to first if they need a bed. A volunteer is working on populating this sheet: https://docs.google.com/spreadsheets/d/1tTSs7_4BXpnrmfUFhA2_kdhSiiLUrpadlD7Eh1eCh2U/edit?usp=sharing

It is a slightly different format compared to the beds google sheets. We may have to treat it as different resource - different icons, different from the beds filter. And this would be high priority on our issue list. Because Bangalore folks wont find beds resource useful anymore but this would be of great use to them

@maskaravivek Has implemented this and is very much ready to be deployed. @nmahesh1412 However I don't see the point in deploying this unless we have good information in the sheets. None of the locations have contact numbers in the sheet. What is the status with updating those details?

@tsrivishnu 85% of the contacts are now up. I'd suggest deploying it at the earliest. And I will ensure the remaining contacts are added as ASAP. Thank you! :)

@nmahesh1412 can I close this? I'm not sure what War room zones are.

@tsrivishnu yup, this is done. A few states call it the war rooms.
