What about Intel Power Gadget? Does it shows correct values?
Intel Power Gadget shows a reasonable-looking graph. For example:
Hi ! I have the exact same problem. Intel Power Gadget act normally on my Hackintosh, MoBo GA-Z97x-UD5H, CPU core i5 4690 and GTX 760, but in HWMonitor, the CPU frequency in the graph often goes really high, the exact same value as above, 2147,48Thz (or lower, like actually I'm down to 8,81Ghz) ... but else, thanks for this really useful software
Happens to me too... BTW : GA-Z97X-UD3H, I7 4790K, AMD Radeon R9-290X, OSX Mavericks

I join the club. Not a big deal, but same observation. Mojave, ASUS P8Z77-I Deluxe, i7-3770K, stock frequencies, XMP 1600MHz 16GB HWMonitor 6.26
The graph of Package Frequency spikes to 2147.48 THz every minute or so.
The graph therefore scales itself so that it shows no useful information:
