Add PHP 7.4 support #7

PHP 7.3 is EOL and we needs to upgrade PHP 7.4 for Phalcon projects. I've tried to implement PHP 7.4 support but I'm not sure about correct implementation. Please correct it if any mistake.

I have realized that Phalcon 3.4.5 doesn't support PHP 7.4
