No attack bonus to Ki Focused "Weapon" power cards #98

What steps will reproduce the problem?
1. Create new character (i.e. Assassin)
2. Select "Feats" tab
3. Under "Heroic Tier Feats" select Weapon Ki Technique
4. In Shop add "Ki Focus" (in Adventuring Gear) & any melee weapon
5. Click "Character Sheet" button
6. Scroll down to the power cards

What is the expected output? What do you see instead?
The power cards include "Ki Focused <weapon>", for whichever weapon you 
equiped, but the stats for it mirror those of a normal attack with the weapon. 
No change. Whereas the feat indicates all powers should gain +1 to attack while 
equipped with a Ki Focus.

What version of the product are you using? On what operating system?
CB Loader v1.3.0 on Windows 7.

Please provide any additional information below.
The rules for the feat are not as straight forward as they could be, but taken 
at face value, it indicates you gain +1 feat bonus to the attack rolls of 
weapon or implement powers that you make with either the weapon or ki focus. 
The feat does not require you to select a specific weapon and neither does it 
require your off-hand to be empty (for the ki focus).

Further Information: After studying the issue the best way to resolve it, IMHO, 
would be to first remove the conditional note that appears on each power 
description, namely "+1 Feat bonus to attack rolls When you wield a weapon and 
a ki focus - Weapon Ki Technique" and instead have the CB add "+1 Feat bonus - 
Weapon Ki Technique" to the "Breakdown of your attack bonus" so long as you 
have a Ki Focus equipped on your character. Obviously +1 should be added to the 
attack bonus for every power.
