The config file refused to be copied from the java archive on my Mac, so I removed things that were unnecessary and used bukkit's ability to copy the config.yml verbatim into the data directory.
It worked.
I don't know why it went wrong, but neither do I think that CraftIRC needs to have its own version of of initial configuration import.
