Pyinstaller build #18

Adds a github action in order to build
Based on Largo's wwrando repo - https://github.com/LagoLunatic/wwrando
Default config is now generated.
Data file is bundled within the exe (it's extracted at runtime to a temp folder)
Does not create a release automatically, just an artifact.
Only for windows.
Pytest is not run
