Beaufort scale to m/s conversion possibly inaccurate #36

I think there is a typo in code, pywapi.py#L749

really should be 3.3 not 3.4.

Wikipeida is not a acceptable reference for real world, if you want I can 
change the wiki page for you.

You can see the fact sheet provided by MetOffice, UK which is a reference in 
that page.
