Fixed bug in ship accounting to support BSVT and Diet Picard #2

Don't know why it marked all blank line whitespace as a change but the changes were to:

src/js/common/utopia-card-rules.js
- Updated the BSVT and Diet Picard
src/js/utopia-fleet-builder.js
- Fixed line 391 to ensure that if a cost function had been created for a ship, it is called rather than a straight ship value.
src/templates/common/card-ship.html
- Fixed the template to call any cost modifier functions rather than straight cost.

I think my IDE is the cause of the whitespace changes but they should be transparent to anything else in the system
