Should fix the problems we've seen with bio-mimetic gel, photon detonation, and Q2. Done through a new function in src/js/common/utopia-card-rules.js and the addition of a data field in src/data/upgrades.js. Updated all of the cards that do a type check for cost to use the new function which should provide some future proofing.
