STROKE_SPARSITY inappropriately affects stroke weight #3

@LingDong- , Two unfilled circles with the same strokeWeight, but different STROKE_SPARSITY, produce incorrect behavior. The circles should appear the same size; it's just that the density of their strokes should be different.
