Dedicated server weird bug world loading

Describe the Bug

Every time i teleport into chunks with moving create mechanisms (like trains, windmills, etc.), server start to load very large part of world much far away from me, causing dedicated server to freeze for 20-30 seconds. This happens every time chunks with Create mechanisms load

Reproduction Steps

Build any mechanism moving blocks mechanism (ex. tree farm)
Attach to controller
World loading far away from player causes lags ...
Teleport to a chunk with Create moving mechanism
World loading far away from player causes lags

Expected Result

World loads only in chunks player and mechanism exists
