Use arrow keys/keyboard buttons instead of scroll wheel in certain situations #4813

Describe the Suggestion

Currently, many UIs with selection elements such as schematic placement, sequenced gearshifts, and elevator buttons require you to scroll to select items. However, for players that use laptop touchpads/trackpads (and that one person who uses the apple magic mouse 💀), this becomes significantly harder to do because there aren't notches on the pad like there are on mouse scroll wheels. We should be able to use arrow keys instead of scrolling to make precise selection easier.

I would like to add on to this suggestion. Using the arrow keys would allow compatibility with controller mods, for players who need controllers for accessibility.
