Deployer can't place item frame correctly

Description

Deployer can't place item frame on 2 blocks away, but works on 1 block away. Other blocks(even lever or something like that) works correctly on both, but it will stop placing block on 1 block away if there has a same block on 2 blocks away.

If it's on a gantry, the way it works on 1 block away is placing on north side of the block, no matter the direction of the gantry. This happens on other blocks, too.

Test results for items place on horizontal

①painting, item frame:

• 1 block away: works correctly
• 2 blocks away: dosen't work

②sign, head, lever, button, torch, ledder, vine, coco beans, banner, coral fan :

• 1 block away: works correctly
• 2 blocks away: works, but it will be placed first on the north side of the block, not the side in front of the hand.

I think ② happens on everything have to be attachment on side of block. (But also happens on head. And bell works correctly, that's weird) Painting and item frame are exception, because they are entities have to be attachment on block, I guess.
