'Online' and 'offline' chat status not reliable

Online users are often shown as 'offline' - in the screenshot below, I was active on my phone as the user, and on my laptop as testuser6:

Status does sometimes appear as 'online', but can't get this to work consistently. Needs investigation and fixing.

Will check this again given recent performance improvements - hold off on work for now!
