Add Swedish place names #250

On the second screen of the New item workflow, users have to select from a dropdown a place associated with the offer/want:

At the moment, the SB instance shows the places associated with the LCT instance.

@tfwoodroofMCS I've discovered an interesting issue with the staging versions. They're sharing the same database so it'll show names from both projects.

@EugeneJoe - can the locations not be managed in a similar way that item categories are (which as I understand can already be unique across instances)?

It is now possible to add place names via the admin panel - nice job. However, selecting a place name during the New item workflow doesn't work, and this also prevents progression to the next page:

Note also the need to click twice on the dropdown.

@EugeneJoe please could you debug?
