We need an endpoint to register competency frameworks, providing the CER API Key.

We can pass individual objects or a @graph of objects to this endpoint. Up to you which you prefer.

@Lomilar I noticed this old issue. This has been implemented for publishing specifically from CASS via the publisher site.
