Initial draft of a rubric specification #1

Back in April, we open an issue in the vocabularies repo suggesting that CE develop a specification for describing rubrics. Basic work on such a development was started by ASN around 2014, but I've not pushed it forward given other commitments. Nothing about rubrics is rocket science. IMS had a specification as early as 2005, Brian Panulla published his paper and OWL ontology for rubrics back in 2010, all of the necessary properties have already made their way into CEDS 1 (apparently developed largely off Panulla's work) and CEDS 2, and IMS CASE integrated rubrics directly into the Case specification as an integral part of competency frameworks.

A core RDF model is straight forward. This is a fully aligned profile of the pending ASN rubric. Joseph is in the process of looking over the final work before the schema update.
