Add ceterms:CollectionMember to the range of ceterms:hasMember #825

Credit to @mparsons-ce for spotting this one.

I reviewed the updated schema, as well as #793 and #806 and nowhere (other than the diagrams) do we actually specify that you should be able to use ceterms:hasMember to point to an instance of ceterms:CollectionMember. Somewhere in that whole development process, it got lost. I'm not sure how we all missed this one in our reviews, but clearly it should be added.

Would we need to wait until the next release or do this one right away?

Add:

Subject: ceterms:hasMember Predicate: schema:rangeIncludes Object: ceterms:CollectionMember

@siuc-nate when something like this comes up that was planned all along but was missed, please take care of it right away. It was planned so no reason to postpone.

This change has been made in pending CTDL and noted in the history tracking.
