Need Additional Vocational Rehabilitation Concept for the ceterms:FinancialAssistance Concept Scheme

https://credreg.net/ctdl/terms#FinancialAssistance has a concept https://credreg.net/ctdl/terms#financialAid_VocationalRehabilitation that is nested under https://credreg.net/ctdl/vocabs/financialAid/Military.

There is Vocational Rehabilitation for individuals with disabilities as well that may not have a military record. Need to verify this includes financial assistance and not just services.

I haven't had much time to process it, but my first instinct is to suggest:

• Create a new concept along the lines of "VeteranRehabilitation"
• Give that new concept the same definition as the current VocationalRehabilitation
• Make the new concept a subconcept of financialAid:Military
• Broaden the definition of the current VocationalRehabilitation concept to cover all individuals
• Remove the subconcept designation from the current VocationalRehabilitation property
• Add a subconcept designation (TBD whether it should be Grant, Loan, Scholarship, or Work-Based) to the current VocationalRehabilitation property
• Update the labels to correspond to the URIs

The end result of that would be:

• financialAid:VocationalRehabilitation (subconcept of TBD, probably Work-Based?) - Financial aid for individuals with a disability for training or education.
  • We may want to keep "related to pursuit of a career or career-related resource" on the end of that definition to tie it to being Work-Based
• financialAid:VeteranRehabilitation (subconcept of financialAid:Military) - Financial aid for veterans with a qualifying service-connected disability rating for training or education related to pursuit of a career or career-related resource.

I also notice the current definition for VocationalRehabilitation is missing the "aid" after "Financial", so this would be an opportunity to fix that as well.
