Add properties to connect Work Role and Task to organization #904

In #896, we added ceterms:assertedBy to ceterms:Occupation.

However, what fell through the cracks was adding appropriate properties to ceterms:WorkRole and ceterms:Task for essentially the same purpose - indicating the organization responsible for those items. The original proposal suggests using ceterms:ownedBy. This seems reasonable.

If you want to say that the Organization has "an enforceable claim or legal title to the" WorkRole / Task then using ownedBy would make sense.

Per our 2023-10-17 meeting:

Added ceterms:assertedBy to ceterms:WorkRole and ceterms:Occupation immediately in September 2023 schema release, since it was intended to be solved in #896 but got missed

These changes have been made in CTDL and noted in the history tracking.
