@jeff-grann could you do some research and identify other frameworks for globally identifying primary and secondary school levels. E.g., UNESCO defines them. Also, provide draft definitions.
Are there a lot of credentials at those levels?
The Qualifications Framework work might provide a better solution to this than AudienceLevel.
I find the concept of an Audience (and hence AudienceLevel) more appropriate to assessments and learning opportunities than credentials, and there are plenty of them at secondary school level.
Indiana's high school courses have enrollment recommendations for grade levels, such as Grade(s): 11,12. It seems like that detailed information could be represented in CTDL by breaking down AudienceLevel's SecondaryLevel for grades 9, 10, 11, and 12.
