Extend AudienceLevel for secondary-specific grade levels #939

Indiana's high school courses have enrollment recommendations for grade levels, such as Grade(s): 11,12. It seems like that detailed information could be represented in CTDL by breaking down AudienceLevel's SecondaryLevel for grades 9, 10, 11, and 12. @jeff-grann could you do some research and identify other frameworks for globally identifying primary and secondary school levels. E.g., UNESCO defines them. Also, provide draft definitions.

Are there a lot of credentials at those levels?

The Qualifications Framework work might provide a better solution to this than AudienceLevel.

I find the concept of an Audience (and hence AudienceLevel) more appropriate to assessments and learning opportunities than credentials, and there are plenty of them at secondary school level.
