After experimenting with Posit's package manager i decided to rely on an independently managed archive of R packages.
This release of groundhog simply discontinues relying on MRAN for binaries past 2023-01-31 (which it will stop collecting binaries). The next version of groundhog ideally, 2.3.0, ideally released by May 2023, will not rely on MRAN at all.
