Too much liberty is given on the behavior of some functions.

It should be specified a RECOMMANDED behavior (empty groups, when to fail, ...)

Empty group (group with no permissions): SHOULD be removed
- remove the group from GROUP LIST
- remove the group from USER LIST GROUPS

Disconnect user (requires AUTH):
- password changed (except for the current living session)
- user removed (USER REMOVE)
