Electric network overview

Adds electric network overview menu. Still work in progress.

• Includes network status, steam engine utilization, solar power utilization, etc.
• Tested most menu lines, they now work.
• Currently the menu lines are called using ent_info over an electric pole. I need help with calling it as a menu that is opened by clicking on the pole and navigating with W and S.
• Full list of lines is this:

Some of these features were tidied up and included in the rail branch. A full overview menu design will probably not be needed, at least until later discussion.
